Comments will be received until Nov. 8 on a cleanup proposal for a block in downtown Dunkirk where a three-story apartment building is planned, the State Department of Environmental Conservation announced.
The site bounded by Washington, East Second and Park streets and a railroad viaduct once had a variety of activity, including blacksmith shops, machine shops, warehousing and manufacturing of items such as wagon springs and dining cars for trains.

Currently, there are two buildings on the site, the DEC said, one that is vacant and another occupied by a fence and sign-making company. Both face Washington Street and will be demolished.
The site contains volatile and semi-volatile organic compounds, along with metals, which turn up in the soil and vapor from the soil, the DEC noted.
The proposed cleanup would remove the top two feet of soil across most of the 1.36-acre site, test for contaminants and replace with clean soil. For more information, visit dec.ny.gov.
