HINES, MN (MinnesotaNow)— A shocking case of animal mistreatment has emerged in Northern Minnesota, leading to the arrest of two individuals accused of felony-level abuse.
A man and woman, identified below, are facing charges following a months-long investigation by the Beltrami County Sheriff’s Office, which uncovered alarming conditions involving hundreds of animals.
Beltrami County Authorities Begin Investigating Reports of Animal Neglect
The Beltrami County Sheriff’s Office says the investigation was initiated on October 21, 2024, when deputies responded to a residence in the 16700 block of Aksarben Ln NE near Hines after reports of potential animal neglect.

Upon arrival, deputies found numerous cats and dogs living in squalid conditions without adequate food, water, or medical care. The air was thick with the smell of urine and feces, and many animals showed signs of severe malnourishment and illness.
Deputies warned the property owners to address the situation, stating they would return for a follow-up inspection.
Conditions Worsen
On October 29, deputies executed a search warrant, uncovering the dire extent of the problem. Approximately 202 cats and 50 dogs were discovered, with additional cats roaming the property.
The lack of improvement prompted further scrutiny and another visit on November 12, this time accompanied by Animal Humane Society agents and veterinarians.

According to the press release, many of the animals were in critical condition, and their living conditions continued to violate Minnesota’s animal welfare laws. Despite being given time to rectify the issues, the property owners failed to act.
Grim Discovery During Seizure Operation
On December 6, authorities returned to the residence to seize all animals under the Minnesota Animal Welfare Act. What they found was even more harrowing: an outdoor woodstove and ash pile containing countless animal bones and fragments, suggesting some animals had been destroyed.
Deputies recovered 64 animals (30 cats and 34 dogs) but more than 170 remained unaccounted for. Only four dogs had been confirmed as surrendered to a rescue organization.
Arrests and Ongoing Investigation
Debra Marshall and Douglas Erickson were arrested and transported to the Beltrami County Jail, where they face felony charges of animal mistreatment. The Beltrami County Sheriff’s Office is continuing its investigation, with support from the Animal Humane Society and veterinarians.

Sheriff Jason Riggs expressed the gravity of the situation saying, “The scale of this case is unprecedented in our community. It’s a heartbreaking reminder of the importance of vigilance and reporting concerns about animal welfare.”
The seized animals are now receiving care and treatment, but authorities urge anyone with information about the missing animals to come forward.
